1. The Competition will be held on December 5-9, 2004, in Almaty on the base of Kurmangazy Kazakh National Conservatory.
2. The Organization Committee approves Plan of preparation and holding of the Competition, budget, controls plan execution, approves Jury members and the Competition symbolism (logo, draft booklet and diplomas).
3. The Competition Jury consists of authoritative foreign, Russian and Kazakhstan musicians.
4. The Competition Art Director, Jury Chairman is Ms. Zhania Aubakirova, National Artist of RK, Professor, Rector of Kurmangazy Kazakh National Conservatory. Chairman of the Competition Organization Committee is Prof. Ms.V.M.Ibrayeva.
The Competition will be held in two age groups:
A Junior Group – from 12 to 15 years old
A Senior Group – from 16 to 25 years old

The Competition examinations consist of two rounds with prior videotapes listening (programme for 5-10 minutes).
A sortition will define a performances order and will not be changed up to the Competition final.
The Competition participants have possibility to use free of charge Conservatory and Ms.Zh.Aubakirova’s College instruments.
All the Competition performance sessions are opened to the public.
The Competition laureates must participate at the final concert without paying extra fees for the participants. The Competition Organization Committee has the exclusive right for broadcasting and recording the Competition performance sessions during all rounds, laureates’ final concert on radio and TV, for film and video shooting, recording and for their further dissemination in the world. Fees for that will not be paid to participants.
Gala-concert of laureates we are planning to December 9,2004.

Deadline: application should be sent to the Organization Committee before October 15, 2004. The post stamp determines dispatching date.
The Organization Committee will send notification of participation in the Competition not later than October 25,2004.

The following documents are required to be attached to the Application:
 Copy of birth certificate or passport;
 Certificate of musical education (copy of diploma or other document substituting it);
 Participant brief autobiography;
 Copies of diplomas and awards from other The Competitions;
 Two photos of 6 х 9 sm (signed on the backside);
 The Competition participant programme for rounds;
 Videotape with recording of 5-10 minutes participant The Competition programme (a free choice).
Application fee for each participant of the Competition is paid in the day of his (her) arrival in the sum of 30 $. Application fee will not be returned.

The Organization Committee will pay transport, accommodation and meals expenses to the contestants of the second round of the Competition during the period of their participation in this round. As far the other persons are concerned, the Organization Committee would not have any financial obligations.

The sortition will be held on December 5 at 10.00 a.m.
